An effective national framework requires the full commitment of leaders,
governors and local authorities in using the considerable discretion and
flexibilities at their disposal to manage and reward teachers appropriately
for their contributions. It should therefore be a priority to develop
the necessary capabilities across England and Wales and to put in place

Guidance and training should be provided to headteachers, governors and
local authorities on how to reward leaders. In particular, this should
encourage the use of the flexibilities that already exists. PWC School

of senior leaders at any time. Such a review can result in an individual’s
pay range being extended or based on a school group two higher than that
indicated by pupil numbers alone. For the head of a large secondary school,
this can make a difference of some £15k. Our briefing draws on the
experience of LA’s which support governors in carrying out regular
reviews of leadership group pay and illustrates the evidence trail that
is needed to justify any decision to increase pay. It also covers issues
such as the offering of benefits such as private health insurance and
the development of robust arrangements for sharing income from off-site
consultancy work performed by senior leaders.
